| Nowadays,under the well-developed condition of global economy,Chinese petroleum enterprises face both rare opportunities of development and numerous challenge---resources absence,domestic competition and competition from international oil giants and united market that are unlike domestic environment. Therefore,under current resource conditions,it becomes an important prerequisite for the survival and development of Chinese petroleum enterprises to form and develop their features and advantages. In a real-world situation,enterprises pay more attention to capital and market but neglect the most precious human resource. Human resource problem therefore becomes weakness which impedes enterprise’s further development.
