Due to the increasing trend of global urbanization, urbanization not only promoted society and economic development, but also brought many problems such as resources shortage, air and water pollution. To develop the sustainable urban development has become a global common goal, with limited resources, economic, and environmental bearing capacity, we need to carry on the reasonable planning and layout of sustainable development to make the transition to the sustainable development of city. However, the basis of reasonable planning and layout is correctly monitoring and evaluating the sustainable urban development. This paper constructs sustainable urban development indicators based on the above question, and put forward multiple criteria decision making aggregating operators in considering of interaction among indicators based on bi capacity theory, and carries out an empirical research on evaluation of sustainable urban development in Jiangsu.Firstly, based on the principle of urban criteria system constructing, this paper selects seven second indicators, six second indicators and nine second indicators from economic, environment and society respectively, and makes a qualitative analysis to the interaction among the second indicators.Secondly, in considering of decision makers’ preference to “rewarding good and punishing bad” standardization indicators, and indicators exist interaction, this paper defines B WA operator, including B OWA operator and B WGA operator based on the “rewarding good and punishing bad” standard equation and bi capacity theory, and discusses its properties, then constructs a multiple criteria evaluation method based the B WA aggregating operator. Through the case study, it shows that the B WA method is more reasonable, versatility and realistic, and calculation results from B WGA have better degree of differentiation than B OWA operator.Finally, this paper applies the B WGA operator to the evaluation of sustainable urban development from 2003 to 2012 in Jiangsu province. The results show that bentter economic development cities include Suzhou, Nanjing, Wuxi, Nantong and Xuzhou, higher environment quality cities include Yangzhou and Suqian, bigger social progress cities only include Suzhou.
