The operators of enterprises are full of vitality and creativity, they have the rightthat can make important decisions for enterprises, and they are responsible for makingdevelopment strategy and fundamental policy for enterprises. In the process ofproduction and operation in enterprises, as the commanding leader, operators need tomaster the operating and developing status of the enterprise completely, which canmake enterprises avoid opereting risks, and achieve sustainable growth in profits, andfor other types of human capital play in value to provide the necessary protection.Therefore, the operator plays a mainstay role in the development and operation ofenterprises. Furthermore, it can influce the economic development process of China.However, there are a lot of enterprises can not measure the operators’ human capitalvalue reasonably, which lesds to a bad phenomenon called “age59” in manyenterprises. Therefore, it is necessary that measuring the operator human capital valueso that make the operator have a reasonable pricing, which has become the trend ofrequiring.This paper is based on the principal-agent theory and demand theory, analyzes thetheoretical basis of operator human capital value measurement. This paper indicatesindex systems that can influnce the operator human capital value from three dimensions:the operator’s human capital stock, the personality characteristics and the organizationenvironment, on this basis, this paper analyzes the indexes using SPSS16.0, and reachthe13factors that can explain the operator human capital value. Then determines theweights of13factors using AHP. At last, we conclude a model that can measure theoperator human capital value in a much more reasonable way. Standing the point ofusing model, this paper puts forward to four suggestion that involve to human capitalmanagement: improving the enterprise governance structure, optimizing the operatorhuman capital investment structure, perfecting the human capital motivate mechanismand perfecting the human capital supervision and restriction mechanism.
