Modern age is the decisive factor in a knowledge economy, knowledge,information, technology has become a social and economic development. HR as promoting social and economic development of the modern "multiplier", has become an important factor in determining the development of a country or region, has a decisive significance for the economic development. Current research related to the problem of human resource development focused on domestic Discussion on the developed eastern and central regions, as well as internal staff development issues,however, few studies in the Western undeveloped areas of human resources training and development issues, particularly is the systematic study of the Xinjiang region of human resource development in remote ethnic areas is still very weak. Has not yet access to relevant Tacheng human resource development research.In this paper, based on the promotion of economic development in Xinjiang regional co-ordination, a special minority in Xinjiang region selected- Tacheng Human Resource Development for the study, the use of the theory of human resource development, to take literature, comparative study, the combination of qualitative and quantitative research other methods, systematically analyzed and discussed the current situation of human resource development Tacheng, human resource development in the problems, and then put forward some suggestions for reference exploratory land.This paper consists of six parts:The first part of the second part discusses the background and significance of theory, research methods, and innovation of this deficiency, the status quo, and domestic and foreign research.The third part of the analysis, the status quo of human resources Tacheng. The main structural features, such as the total population of Tacheng human resources,the natural growth rate and fertility quantitative characteristics, ethnicity, age,employment, regional, as well as the quality of health, scientific and cultural features such as in-depth analysis and use of data with the national, Xinjiang levels were analyzed.The fourth part analyzes the main problems that exist in human resource development Tacheng. First, the overall number of human resources fewer, lower quality, the lack of high-level personnel; the second is relatively backward education,capacity-building of human resources need to be further enhanced; the third is thehuman resources in the three industries in the distribution is not reasonable, low level of industrialization; four is "minority Tepei project" needs further refinement and improvement; five rural surplus labor force working behind.The fifth part, according to the above problems is proposed to promote human resource development Tacheng countermeasures and suggestions.
