The port is the communication of domestic and foreign logistics transportation hub, which sets up an important platform of industrial agglomeration,acting as an engine for economy’s area development to port city and hinterland. Until coastal region development strategy in the Hebei province has been raised as country strategy, port resources there still emerge out plentiful issues, such as a resource waste, unreasonable investment structure proportion of resource, resource incongruity etc. So the study in this paper aims to solve these issues by way of integrate investments resource among port group in costal region of Hebei province, mainly emphasizing the effect of adjusting investments for resource integration. The integration of investment resources gives important implications for integrating the whole resource at the ports. Finally, the study in this paper put forwards various policy suggestions for integrating ports’ resources.First of all, the study in this paper introduces research status at home and abroad, background and significance, and analyzes related theories of implementation of resource integration for port group and the related knowledge concerning model of system dynamics, which paving the way for the following research.Secondly, the study in this paper describes the status quo and existing issues of coastal port cluster in Hebei province, illustrates the applicability of the method-system dynamics and the other basic problems, then partitions the basic system frame for ports’ resources.Thirdly, the study in this paper builds system SD model for coastal port cluster in Hebei province based on system dynamics, determining target, variables, parameters of the model and drawing out the causal graph and flow chart of the system model. With the aid of computer software VENSIM, this part also runs the model, simulates the model in order to adjust the total amount of investment and investment allocation proportion.Finally, the various development effects of integrating port investments show us the advantages of the integration of ports’ resources. This reveals that integrating port resources is of significance for the development of port cluster. The study in this part also put forwards the related policy and suggestions.
