Research On The Orientation Of Government’ Fuction In The Coordinated Development Of Beijing-Tianjin-Hebei Coastal Port Cluster

In 2014, the strategy of Beijing-Tianjin-Hebei coordinated development raised as a major national strategy. That opened a new chapter of the integration of Beijing-Tianjin-Hebei. The ports as the strategic resource for national and regional development, is very important to the development of regional economy. So promoting the coordinated development of Beijing-Tianjin-Hebei coastal port cluster is an important part of Beijing-Tianjin-Hebei coordinated development. At present, the developments of Beijing-Tianjin-Hebei coastal ports are very rapid. But there does not form a model of cooperation-division among the ports. The coordinated development is still in the initial stage, and is facing many problems and difficulties. Therefore, in the initial stage, this thesis is aimed at clearing the orientation of government’ function, and clearing what concrete measures the government can take, and giving the coordinated development of Beijing-Tianjin-Hebei coastal port cluster a reasonable guide and promotion.This thesis has adopted the method of literature analysis, comparative analysis and case analysis, to research the theory and practice of the coordinated development of Beijing-Tianjin-Hebei coastal port cluster, and to clear the orientation of government’s function. Specifically, the thesis firstly gives a theoretical overview of the coordinated development of Beijing-Tianjin-Hebei coastal port cluster; Then it analyzes the present situation of Beijing-Tianjin-Hebei coastal port cluster from four aspects: the geographic position, the cargo throughput, the construction of infrastructure, and the situation of the hinterland’s economic. And it analyzes the achievements and problems in the coordinated development. There are five factors impeding the process of coordinated development: the lack of coordinating body, the lagging planning, the seriously crossed port hinterlands, the repeated construction of infrastructure, and the seriously homogeneous competition; Then, the thesis combs the process of the coordinated development of some coastal port cluster in our country and in the other countries, and sums up some experience of the orientation of government’ function; At last, the thesis puts forward the measures by borrowing the experience from the coastal port cluster in our country and in the other countries, and by standing on the actual situation of Beijing-Tianjin-Hebei coastal port cluster. So in order to promote the coordinated development of Beijing-Tianjin-Hebei coastal port cluster, we should take the mutual benefit as a basic principle, and take the cooperation-division as a basic way, and take the port- production- city coordinated development as a goal. The government should insist the principle of respecting for the market, and insist the moderate management principle, and then the government should guide the coordinated development from five aspects: firstly, scientifically formulate the development planning and strategy; Secondly, strengthen the macro-control and regulation; Thirdly, improve the construction of the public infrastructure; Fourthly, establish the management institution crossing the administrative division; Fifthly, encourage the healthy competition among the ports.
