With the increasing of people’s consumption level, consumers view quality as an important factor in their standard of e-commerce companies, which leads to the “war of service” among e-commerce companies instead of the “war of price”. However, the competition in the “service war” is still the game between companies’ marketing and operating cost. Building a national logistics network to maintain low operating cost under the premise of high service level is the key issue of B2 C E-commerce companies and will have significant effects on their future development.For the B2 C E-commerce network optimization problems, this paper designs the three layers structure of the logistics network which are the regional distribution center, front distribution center and the city code. At the same time we define the function of the nodes and the scope of radiation. In this paper we complete four tasks as follow. Firstly, this paper analyzes the main factors that influence the development level of urban E-commerce and we obtain the relatively precise amount estimation model of online orders in city through fitting these factors with the E-shopping volume of 30 provinces with the E-commerce index and the E-shopping index which are the two main indexes. We prove the model by the actual data. Secondly, based on the city-agglomeration and the gravity model, combining the transport distance and order quantity, redefining the Euclidean distance, considering the equivalent distance as the constraint condition, we completes the region division of the national logistics network through the K-center clustering algorithm. We evaluate the result by the inner class difference index and find the reasonable solution. Thirdly, we qualitative analysis the divided areas and find out the front distribution centers and the alternative nodes. According to the costs of transportation, warehouse leasing, operation and the service level, select the qualified front distribution center by evaluate cities in region. Fourthly, this paper analyses the logistics network optimization model with actual data, which includes 86 prefecture level cities, dividing the national B2 C E-commerce logistics network into seven region, and to the East China area as an example complete the entire three-tier logistics network structure.This paper, considering factors that affect the development of B2 C E-commerce industry and properties of the logistics network building in this field, design the study steps of national logistics network optimization of B2 C E-commerce through several surveys in B2 C e-commerce companies who have self-logistics, taking the research of scholars at home and abroad into account. Research of the problem carried out in two steps. Firstly, based on the existing network topology, cluster cities for the national logistics network and divide city communities. Secondly, considering economic cost and other factors, select front distribution centers for each region, completing the link of the network topology.
