The rapid development of the internet gradually changed people’s consumption concept and way of life, the number of internet users is increasing, more and more people choose online shopping. In this case, many companies take the initiative to enter the field of electronic commerce, and have made great achievements. Among them, the development of B2C e-commerce businesses are particularly prominent. Most of the B2C e-commerce enterprises are medium-sized enterprises, their online operation is more mature, but logistics activities under the line, can not keep up with the pace line. Especially during some online shopping festival, some bad things often occurred, such as delivery delays, damaged goods and so on. The emergence of these conditions have a vital relationship with the B2C e-commerce enterprise’s logistics network operators. In addition, as new entrants to the electricity supplier in the field of business, establishing or optimizing the logistics network is an unavoidable problem.This paper describes the development backgrounds and theoretical research methods of B2C e-commerce logistics, analysis the features of logistics netwok according to the business process. Secondly, in order to reduce operating costs of B2C e-commerce businesses operations, and to deal quickly with distribution problems of goods, this paper selects logistics center location problem and vehicle route optimization problemin as the contents of logistics network optimization of B2C e-commerce businesses and uses bi-level programming model to solve these problems. Among them, the logistics center location problem has a long-term affection on the logistics network, its decisions have a significant impact on the future direction of the business. Otherwise, the distribution route choice will determine the level of customer service. the logistics center location problem is to minimize the total cost considerations, the objective function of vehicle routing optimization is to minimize the total time for all delivery vehicles.In order to solve the model, this paper explains the improved particle swarm optimization algorithm in details, and expounds how to judge the local convergence and deal with it when it happens. This paper decides to solve the model with the improved particle swarm optimization algorithm. At the end of this paper, the bi level programming model is established and solved, it verifies the feasibility of the model and algorithm through the analysis and discussion of the actual case...
