The development of an enterprise needs support of the talent. Competency is a personal deep feature which discriminates those who have great performances from those who have normal performances in work, and it is the base of post management, performance management as well as training and cultivation in HR management.Currently, Company Z, as a core enterprise in equipment manufacturing industry, is developing rapidly horizontally and vertically in its business. Technology is the core competitiveness of Company Z, and its technical personnel team is expanding rapidly, which shows great challenging for the employees in technical department. Functional group leader is an important link and one of the most important posts for the rapid development of Company Z. Therefore, it is very important for ensuring the strategic development of Company Z to build a competency model of functional group leaders, to define the requirement of functional group leaders’ quality and capacity and to implement it.This thesis analyzes the current status of technical personnel’s HR management of Company Z from aspects such as personnel situation, engagement survey and satisfaction survey, and verifies the necessity of this study. This thesis builds a competency model of functional group leaders based on competency and competency model related theories and using combination research methods of document research, behavior event interview questionnaire survey. Based on this competency model, an improvement scheme on HR management of functional group leaders is raised in order to increase the general quality and capacity of functional group leaders, raise the HR management level of technical department and promote the overall development of technical team.
