The application of balancing machines covers nearly all fields of an industrial society. The measuring accuracy and process capacity required by the market is increasing, while the needs of customers becomes diversified. Both of these decide that the production of balancing machines has to be small-lot production with multiproducts. Besides, the needs of balancing machines has turned from a single machine into a balancing-process based production solution, whose complication of order process reaches a project level. Therefore, the maturity level of project management in a balancing machine manufactory becomes a core competitive power. The study and implementation of project quality planning for product development will effectively improve the level of project management of a company, as well as secure the success of product development.The major study and results include:1. Deep Analysis of balance machine feature, organization of SSM, business feature and goals; Analysis and diagnosis of current project quality management during product development. Work out a solution for establishment of quality planning during product development, fulfill the implementation of quality control.2. Issue and establishment of the “SSM Project Quality Planning and Implementation System” which aims at the project management of technology-intensive electro-mechanical products with multi-types, small-lot production. A cross-functional and flat organizational structure is built up, which shares risk, information and makes decision together. QFD and FMEA are applied in the system as prediction techniques. The system is also featured as clear setting of different phases and milestones, sorting of different types of product develop project, closed-loop management.3. Analysis of Project Distec as an example which went through the SSM Project Quality Planning and Implementation System. As a result, the system benefits the systematic and structural realization of unifying activities involved in a project on a company level. It also reduces the quality failure costs, while enhances the efficiency of the running of a project.The results of this study could be a case with reference value contributed to the quality management in the product development phase of electro-mechanical products.
