Study On Communication Problems Of HS Government-Funded Projects

In order to promote enterprises and public institutions to carry out technological innovation, transform and upgrade industry, improve financing environment, to drive the development of the society, economy and technology, our country encourages enterprises and public institutions to launch such related projects. In recent years, with the explosion of the numbers of the government-funded projects undertaken by the enterprises, increasingly there is a tendency of a lack of management experience of the government-funded projects of the related personnel. The government-funded projects has such characteristics as follows:there are more stakeholders, double leadership, high risks throughout the process of the projects, involving technical security and serious consequences resulting from project failure and so on, which set a higher requirements for the communication management of the government-funded projects. Communication, regarded as the key factors for the success or failure of the projects, hasn’t drawn enough attention of the project-related enterprises, which results in the management problems of the projects. Thus, there will be great important practical significance for the study of the communication problems of the specific project cases.This paper, based on the theory of project communication management, takes S Group as the object of the study, which once applied and undertook HS government-funded projects. Since two of the seven first HS government-funded projects didn’t come into conclusion successfully, there comes the study on communication problems of the first HS government-funded projects. Through questionnaire survey and interview among the team members of the first HS government-funded projects, communication problems in the projects have been collected and sorted. The results of the study show that the main reasons are as follows:communication mode and channels are not flexible, the rights and liabilities of the project team are ambiguity, the organization structures of the project are not reasonable and there is a lack of effective project communication management system. Finally, on the basis of the reasons above, the paper comes up with some suggestions, including optimizing the project organization structure, clarifying the rights and liabilities of the project team, establishing multi-dimensional communication mechanism of HS government-funded project, setting up communication management system of HS government-funded projects, strengthening communication management training of HS government-funded projects, and creating effective communication atmosphere of HS government-funded projects.
