Our country has more than 900 million rural population at present, After the collapse of traditional cooperative medical system, out-of-pocket medical system has become the dominant rural medical care system. To farmers, it is difficult to pay serious illnesses expenses by themselves under the condition of the existing income, so the poverty because of sickness is not uncommon. In this context, the central government proposed the new rural cooperative medical care system mainly for serious illness which is response to the needs of farmers. After the drive by the central government, the new rural cooperative medical system carried out troughout the country gradually. At this stage, the coverage of the new rural cooperative medical system in our country has become one hundred percent, the time from implemention comes to eight to thirteen years in the rural land, the new rural cooperative medical system has influenced the countryside definitely during this period. The rural social change is caused by many factors, including state policies, level of economic development, land system, social security and other factors. As a part of the rural social security system, the new rural cooperative medical care system is a factor to the rural social change, we study the factors for the effects of rural social change in this paper.Rural social change is a huge system, it render a number of ways. For fields, it includes political change, economic change, cultural change and social change and so on, for bodies, it divides to change of village and change of farmers. The new rural cooperative medical care system is a system factor, it certainly will not have an impact on all aspects of social change in rural areas, but it will affect many other aspects health-related. Based on the field survey of Dongshanpo Village Lingshan Jimo in Qingdao, we found the NCMS had influenced rural social change in the political relations between the government and farmers, the economic impact on the consumption of farmers, the lives of the concept of life and way of life of farmers and the whole village appearance. Based on these dimensions to design the questionnaire, and come to the village once again for the interviews and survey in-depth to study the effect of the new rural cooperative medical system in the social change in Dongshanpo Village.In this study, we use fieldwork methods to study the actual impact of the new rural cooperative medical system in terms of the relationship between the government and farmers, farmers’ concept of life and lifestyle, the consumption of farmers, it designs to find the influence in different degrees of intensity through the new rural cooperative medical care system in rural areas above, for little effect or impact of the weaker aspects of the institutional level,we try to explore the reasons and find problems from the system, then put forward suggestions for improvements and countermeasures to make the new rural cooperative medical policy more responsive to the rural community.
