In the history progress of overall construction of middle class society, to speed the construction of social guarantee system for the rural residents is the main content for constructing rural harmonious society. The constitution of the rural social guarantee system contains three important items as follows: the subsistence allowance for rural residents, the social insurance for the rural old residents and the medical care security for the rural residents. Here we have researched and analyzed the current state, existing problems and strategies as for the above.The paper points that there existed three problems on the rural guarantee system. The rural large population, low income ranks can bring about an unrest element to our society; the building of the minimum standard of living for rural residents goes too slow, compared with that of city residents; we also faced with all kinds of difficulties in the construction of the guarantee system of subsistence allowance for the rural residents. However it follows that we must speed up and perfect the subsistence allowance for rural residents as soon as possible. In this essay, we have made suggestions and policies as to the construction of the guarantee system of the subsistence allowance for rural residents according to these four stressed aspects: fixing its standards scientifically, raising the money reasonably, limiting the intended helpers correctly and managing the money wisely.Since the "Basic Program of County-class Rural Social Pension Insurance" was issued by the Civil Administration Department, we believe that the rural pension insurance has achieved its early success in the past 14 years by reforming and practicing its system. But at the same time, some unavoidable problems still exist in this system construction and management.
