In the developing process of building a harmonious social, safety production plays an important basic part. With the continuous development of social economy, more and more production accidents happened, which have significant impacts to counties’ and people’s property. In order to build a better harmonious social, and to promote the development of our countries’ economy, it’s imperative for us to establish a thorough system of safety production managing and monitoring. Our country has made a certain investment in the information safety of electric power industry, and many enterprises have implemented some safety protection measures, in order to increase their enterprise’s safety, such as establishing anti-virus system, setting identity authentication,establishing intrusion detection system, and so on. These measures can increase a certain extent safety, but they are only the defense for some points and parts, and can notachieve high-level defense function.According to the analysis of electric power system, combining with related information safety theory and principle, we can build the base construction of the training and examination of electric power information safety protection, so as to solve the information safety problem in the electric power information system. This article involves several factors, such as firewall, intrusion detection system, network design,MIS system construction, and so on. It studied and analyzed these from the application aspect, considering the actual status of electric power system, constructed a safety monitoring and managing system, and provided related design of database. And this system adopted layering and modularization idea for design, which has the advantages as below:(1)Based on the "from top to bottom, from entirety to part" design idea, dividethe problem, which is to be solved, into mutual simple individualsub-problems, and then solve the sub-problems one by one; once solved all the sub-problems, the main problem is also solved. Of course, the compatibility of each sub-problem should also be solved perfectly.(2)Each module’s function composition and design is mutually independent, once defining each module’s function, and thenyou can assign several persons to develop at the same time, besides, these persons can focus on their familiar fields, so that this willexpedite the developing speed and quality; if some of the modules need to be revised, as long as you keep the interface the same as the other modules, it can assure the compatibility with other modules.(3)The modulized software development increased the reusability of codes. Due to the modulized design, it makes each module reusable, so that it increases the reusability of software, and reduces the system developing period.This system software adopts layering and modularization idea for design, based on the uniform platform, divides each function program into several function modules, and the system function is achieved by the linkage of each function module. According to the system function achievement, electric power company’ safety monitoring and managing system can be classified as master station system module, network interconnection and interface module, client invoking and control module three parts.Trial running test proves that this system can meet the related requirements for system monitoring and managing, and have very good effect in actual operation.
