Performance management is the key functional element of huaman resource management. All the companies try to build up the effienct performance management system to motivate the initiative and inner competency of the employee and improve the performance of the company which would finally leads to the strategy goal. But the results are not what expected. The thesis chooses the Siwei industrial garden Company as the subject. Investigate and analyse the problems existed in the performance management system. And set up the performance index system according to the theories and tools of permance management. And also build up the performance management system to improve the mangement level of the company and also to provide a model to the similar companies.Through the questionnaire and interview, the thesis finds out the problems existed in performance management as follows: 1. the performance management is irrevelnt to the strategy. 2. Lack the performance coach and the communication mechanism. 3. The assessment process is superficial which could not realize the goal of performance management. 4. Lack the feedback and interview. 5. The applications are too limited and not fully used. According to the theory of performance management, the theis builds up the Key Peroformance Index of the company. First, find out the success key element to form the KPI of company. Second, decompose the strategy to the depearments to form the KPI of deparment. Finally, form the KPI of job according to the KPI of department and job responsibility. The thesis also develops the assessment index of the employee in two aspects: KPI and compentency. According to the PDCA of performance management, the thesis develps the plan、coach、assessment and feedback of the performance system.To guarantee the performance management progresses smoothly, the thesis brings forward the 7 measures as follows: 1. Change the trational mind to provide the ideological guarantee. 2. Establish the assesment department; 3. Establish the performance management system step by step orderly. 5. Establish the comununication mechanism and provide the feedback; 6. Reinforce the appeal mechanism to quarantee the fair assessment; 7. Evaluate and improve the system incessantly.
