Research On The Evaluation Of The Implementation Of The New Rural Cooperative Medical System

The new rural cooperative medical system(NCMS) is a major institutional innovation of Chinese rural health reform process. NCMS has been successfully carried out in our country, and it plays a major role to reduce the burden on farmers and improving their therapeutic health level. However, many problems have emerged during the operation of the NCMS. Whether the effect of NCMS can meet the needs of farmers? What measures should be taken to overcome the problem faced by NCMS? Which strategies should be utilized to explore the future direction of the NCMS? Whether the current health care reform NCMS adapts to the contemporary social progress has become a problem that needs urgent solution, because it is tied to the health of millions of people and the country’s long-term stability.This thesis talks about it from the following aspects: First of all, we collect and sort the modes of NCMS which were widely concerned in recent years, and we summarize the basic conditions which are necessary to promote the medical reform mode. Furthermore, a comprehensive evaluation index system is built for new rural cooperative medical system, and using AHP to determine the index weight. Then evaluate the current status of NCMS’ implementation based on fuzzy comprehensive evaluation method and membership cloud gravity center. Last but not least, fitness landscape theory is applicable to investigate the fitness and landscape of NCMS. The concept of fitness of NCMS is brought up, and NK model for NCMS is established. Then, the NCMS fitness landscape is illustrated and analyzed based on the NK model, some implications and suggestions for promoting fitness of NCMS are put forward.This study starting from the actual situation of China, delves into the characteristics of the new rural cooperative medical system model, the evaluation of the implementation and future development strategy, in order to enhance the new rural cooperative medical system, and make it quickly adapt to the development and changes of China’s social transformation. Furthermore, promote the construction and development of the social security system in China.
