Study On Evaluation Index System Of Beijing Valley Area Economic Development

The mountainous area of Beijing is the ecological conservation area of the capital. Constrained by natural conditions, economic conditions, the social and economic development in Beijing mountainous area is far behind that in the plain areas, which exacerbates the urban-rural phenomenon in the capital, even brings difficulties to the capital’s construction of harmonious society. Valley Area Economy is a new kind of economy risen on the rapid process of the integration of Beijing urban and rural areas and the residents’huge demand of leisure. The proposition of Valley Area Economy is a new think way of the comprehensive development of the mountainous region, which conducive to co-ordinate relations of the urban-rural in Beijing, the protection and nurturing of the mountain ecological environment in Beijing, mountain farmers to get rich, to achieve sustainable development in mountainous area.The development of Beijing valley area economy has entered a stage of industrial integration. Research on valley area economy goes into the stage of deepening. The community of theory and practice has made a useful exploration on connotations and characteristics of valley area economy, the basic theory, development mode, and development issues and suggestions. But the depth and breadth of the research is not enough. Integration and application of innovation still troubles the current theory researchers. Thus, building the evaluation index system of comprehensive development of valley area economy has important theoretical and practical significance.This paper, the construction of Beijing valley area economy is chosen as the starting point, analysis the actual construction situation of Beijing valley area economy in recent years, combined with the access to the literature data and the first-hand data from the author’s personal experiences of research on Beijing seven mountains (County) field. This paper selects three combination methods, such as the combination of literature review and field research, theoretical analysis and empirical research, and popular and typical. And this paper pays attention to the use of logical analysis method to define the concept of the valley area and valley area economy, the use of the Analytic Hierarchy Process to build the evaluation index system of valley area economic development, to build a suitable index system to evaluate the effectiveness of the construction of Beijing valley area economy, and to evaluate the effectiveness of Beijing Four Seasons Flowers Sea, Beijing South Celler specifically. The empirical results are as follows:First, from the macro, Beijing Four Seasons Flowers Sea is low in capacity of social services, general in capacity for sustainable development and eco-environmental protection. Specifically, the gap between the income of the farmers and urban residents is large, garbage gets harmless treatment, centralized sewage treatment in rural areas is far enough, service foundation is weak, the other indicators are on the rise. The construction of Beijing Four Seasons Flowers Sea is gradually moving forward, but there are some shortcomings which take material resources, financial and human resources to solve. The sustainable development capacity of the South cellar is pending for a great increase, while the degree of realization in capacity for social services and eco-environmental protection. But the proportion of the tertiary industry in South cellar is growing slowly, that affects the industrial restructuring to some extent.Second, from the distribution of the significant indicators, the economic construction of Beijing Four Seasons Flowers Sea has gotten99%in significant indicators of folk tourist households’proportion from2010to2011, the fastest and the only changes in the construction of valley area economic; and makes a certain improvement in the per capita gross domestic product, forest coverage, folk tourist households’proportion, the proportion of the tertiary industry and so on, which shows certain improvement in the capacity of social services. However, the ecological and environmental protection capacity of the valley remains to be further strengthened. This paper uses hypothesis test method to significant test the evaluation index system of the South cellar, it shows that social services capacity improves slowly, the non-significance in soil erosion control and centralized sewage treatment rate in rural areas affects residents’daily life. In addition, historical issue of mining still affects capacity for sustainable development and protection of the ecological environment in the South cellar.Finally, on the basis of empirical findings, in order to accelerate the construction process of Beijing valley area economic, find the problems in the construction process.timely, so that we can improve the construction of Beijing valley area economic effectively, this paper considers the actual situation then proposes five related suggestions, from the perspectives of such as increasing input to guide the efforts of the various parties to support the economic construction of valley area, strengthening the adjustment of industrial structure to improve the industrial layout; improving environmental protection to expand development space; strengthening management norms to improve service grades; strengthening the functions of the government to intensify policy innovation. Specifically addressed as follows:1. Based on the actual economic construction of Beijing valley area, a variety of funding and multi-power support should be needed. We need to focus on strengthening the financial transfer payments mainly include ecological environment funding and infrastructure investment; attract social capital through investment and construction projects; establish the farmers ownership position to strengthen its main role.2. Industry is the pillar of valley area economic construction. The selection and development of the industry should meet the current market development and services for the capital during the process of economic development based on the actual situation of Beijing valley area. The agricultural industry is the basis for economic development of valley area, its quality improvement should be very focused. The cultivation of leading industry need to be focused on, for it’s the pillar of valley area economic construction. The promotion for industrial integration will be an inevitable direction when the valley area economic gets to a certain stage, with a wealth of added value.3. Good ecological environment is an important factor to attract city tourists. We should keep the controllability of the environment construction of the valley area, respect ecology to heritage cultural essence, in order to expand the valley area development space, and keep alive the mountain ditch domain ecological charm and environmental cohesion.4. The construction and development of valley area is inseparable from soft power which includes the management and service support. Reasonable planning, respect the actuation is the first step of the valley area economic construction. The mechanisms of management and supervision are throughout the whole process of economic construction, and also plays a very important role even in sustainable development of valley area economic. Strengthening publicity and enhancing marketing are important means to increase farmers’ income.5. The valley area economic construction can not be separated from the functional role of the government. Policy innovation takes full advantage of the government’s functions. The embeddability of land management policies should be improved to build channels for valley area economic construction, the investment management policy to provide funding channels, cultural protection and compensation of development policies to offer cultural creative channels, and regulatory policies of coordinating developments to promote the coordination of various policies of the valley area construction.
