It is 36 years since the reform and opening up, as China joins the global economy,the western management science has been gradually acknowledged and accepted by many scholars and business managers. As the competition between Chinese state own enterprises and multinational companies or joint venture in both national and international market becomes fiercely, more and more state own enterprise managers realized that the scientific human resources management is the key of a successful organization, and the scientific human resources management comes from scientific performance management. Now many state own enterprises made some improvements in this point. However, there are still many state own enterprises do not find the scientific method for performance management because of the historical or system reasons. The present situation of performance management reflects the following problems: the assessment index is separated from business goal; it is too subjective and too formalistic, etc. In a word, to design a practical performance assessment system becomes the key point for a state own enterprise which will take part in international competition and grow up to an international companies.As a state own company, D company’s major business is manufacturing of large scale power equipment. After 10-year’s high speed development, now D company stepped into the development period. To satisfy the rising higher standard and increase the economic efficiency, the company focused on the management improvement which was called “lean manufacturing, improve quality and efficiency”. And in performance management field, D company start carrying out the performance management system based on KPI from the year of 2011, and also presented the key performance assessment index for company. These indexes fully reflect the feature of a manufacturing company.However, there are still non-manufacturing sub-workshops in D company, such as machine maintenance workshop which serves for equipment repair. How to establish the KPI system suitable for machine maintenance workshop based on company’s performance system becomes a big problem to solve.This article is expected to answer this question through the design and practice of KPI performance assessment system, as well as the research from scholars at home and abroad. This article is still trying to discuss the following 3 questions: 1. Complete theperformance management system of D company; 2. Provide a reference of performance management for D company’s operating type transferring from manufacturing to manufacturing & service via the design and practice in machine maintenance workshop which is featured in service. 3. The solution of this problem has a universal significance for the performance management for enterprises like D company which has the sub-workshop or sub-company.
