With the development of market economy and the improvement of modern enterprise system, especially after entering WTO, the economic globalization and the worldwide competition demand our state-owned enterprises must enhance self-construction so as to deal with the complicated and changeful world economy. But there is a lack of systematical performance management in a majority of state-owned enterprises, which is an unsubstantial part of the enterprise management known by more and more people. It is obvious that the traditional performance appraisal cannot meet with the requirements of the developments of the enterprises and the society. So it is necessary for us to reconsider the upbuilding of performance management system in state-owned enterprises.This paper studies on the upbuilding of performance management system in state-owned enterprises in China. Based on the explaining of the concept, characteristic and theory of human resource, briefly introduces the history of performance management and shows the procedure and approaches of it, points out guidelines and suggestions on upbuilding of performance management system in state-owned enterprises. At last, takes an example of Z company in Shandong, binding with the principle of combining qualitative and quantitative analysis, presents a prepositional project of the upbuilding of performance management system in state-owned enterprises.
