As a new economic pattern and the intensive effect, building economy has drawn attention of academia and relative industry during the urban development. The relative research focus on new development patterns such as "vacate cage for other birds" and the expansion of the scale of the new suburb. But the unique urban-rural fringe zone in the process of urbanization of our country, which originated from urban-rural difference coexistence and system change, has made the need for a new pattern of development even more urgent, so as to solve problems like homogenization and non-intensive service in the urban-rural fringe zone.Taking Beijing Central Business District (hereinafter referred as Beijing CBD) as main study case, this paper starts from the analysis of the history data of CBD over the past decade and the regional difference of cities and suburbs, finds out the cause of homogenization and non-intensive service, and concludes that dislocation in the positioning should be adopted in financial related fields and the central zone, OTO alienation collaboration should be adopted in the same positioning point, Gradient distribution and the combination of the core area and policy radiation area should be adopted in urban-rural differential area, and third party information service system should be introduced into the office building working mechanism.On the basis of facts that business district performs as the high-end pattern of urban development and Beijing CBD is a well-developed one among many other business districts in China, some guidance could be hopefully provided through the analysis of this article for other urban business districts regarding the idea and method of building economy development.
