A Study On The Government 's Function In The Development Of Building Economy In Central Business District

Building economy is a new economic form, which could fuel regional economic development by promoting taxation output when introduce various companies through development, sell and rental with business building as its carrier. As one of a new economic form in the central urban restructuring and development, building economy, which has obvious economic benefits, is an important way to crack land resource constraints, transform the economic growth, enhance the level of urban functions, improve the image of city, and accelerate the process of urbanization and urban modernization. From angle of service industry, especially modern service, Central Business District (referred to as the CBD), is closely related with the development of building economy. The emergence and development of building economy in CBD originates from cluster effect including effect of scale economy, effect of social trust, share of labor market, technique overflow, effect of innovation and effect of inter-industry association.At present mode of government-leading economic development, the development of building economy is closely related with local government. The government should continuously deepen management reform, blaze new trails in supportive measures, give full play to the function of lead, adjust, supervise and service and seek correct role in the development of building economy. Jiefang Loop Road business district of Chong’an district is the CBD of Wuxi, which boasts profound base and leading advantage for developing building economy. While with the transferring of city development center, the cluster effect would face weaken possibility, which is also the same problem confronting many CBD of donmestic cities. Therefore, in the development of building economy, the main function of CBD government is to maintain and expand the cluster effect in order to consolidate and hoist the level of building economy.The essay, at first, describes the background and basic defination of building economy, analyzes the development of building economy by cluster effect from viewpoint of economics and accounts the development of building economy as the urbanization economy of cluster effect, namely, diversification and externality of cluster. Then it studies some models in CBD areas which develop building economy in China and puts forwarder that the government should play good part in "four roles" as builder of developmental environment, framer of strategic planning, planner of resources and supplier of supplementary service in the development of building economy. Thirdly, it analyzes the currect situation of building economy in Wuxi Jiefang Loop Road buisness district by using SWOT analytical method and points out the problems that exist in management of government in developing building economy. Finally, it provides some proposals for development of building economy of Wuxi Jiefang Loop Road business district from the viewpoint of governmental function, such as improve development mechanism, perfect the supportive policy, clear the direction of industry, optimize the development environment, enhance the building level and improve supplementary service, etc.
