With the development of global economy and information technology, Chinese high level hotel industry faces good development opportunities. At the same-time, it also faces fierce competition in domestic and foreign markets. For labor-intensive hotel industry, the competition between the hotel is actually the competition between hotel human resources to a certain degree. Human resource, which is guarantee of the survival and development, is the key factor to winner in hotel competition. Performance appraisal as the core link of human resource management has become the effective tools of increasing the overall competitiveness. Therefore, how to construct scientific and effective performance appraisal system is of great realistic significance.In this paper, based on the overall study of modem theory knowledge on performance appraisal, and Shangri-La Hotel as the research object, the writer analyzes problems of the Shangri-La Hotel’s performance appraisal system. On the basis of the hotel’s actual conditions and hotel management strategic, this article selects method of combination of Balanced Score Card and Key Performance Indicator to establish a set of suitable for Shangri-La Hotel’s scientific performance appraisal system. The writer firstly designs the performance index system which is based on "BSC+KPI", after that, designs a set of comprehensive performance management system including the performance appraisal subject, performance appraisal method, performance planning, performance communication, performance assessment, performance feedback, and application of performance results, which can not only improve employee’s work ability, while also can realize hotel strategic goal.The value of the paper is:combined with industry feature and specific construction of Shangri-La Hotel as the case analysis object, this paper using "BSC+KPI" performance evaluation methods, which is collected both advantages at an organic whole and overcome lack of the single performance appraisal methods, construct a set of scientific and effective performance appraisal system. This paper, on the one hand, provides reference for the hotel establishing the perfect performance appraisal system, on the other hand, provides the theoretic foundation for the improvements in the performance appraisal system of high level hotels.
