In recent years, because of our fast national economical development and health system reform, the medical need of citizen and the medical products and services prices rise rapidly. The increasing of demand and the prices both lead to the spending of 1 residents rapidly going up especially medical burdens. Residents’ "difficulty and high cost of medical treatment" problems needs to be solved. In this context, basic medical insurance system for urban employees, the new type of rural cooperative medical care system and basic medical insurance system for urban residents began pilot work, which make up the national basic medical insurance and the basic framework. Comprehensive analysis of the impact of basic medical insurance for residents of health care spending, has important practical significance to the improvement of China’s basic medical insurance system, promotion of the equalization of basic health services, and protection of national health.Firstly, this paper, based on previous studies of other scholars, defines the concepts of basic medical insurance and medical consumption, then analyzes the affects of the former on the latter and submits a fundamental analysis frame of medical service demand and medical supply. Secondly, this paper summarizes the status quo of our basic medical insurance, it shows the empirical analysis of the macro-economical data of our residential medical consumption. Since health insurance coverage expands constantly, China’s total health expenses and health care spending per capita have rapid growth. Thirdly, using the data from CHNS survey and applying a Two-step model, this paper studies the impact that basic medical insurance have on health care spending. In the empirical model, the first step, it studies the impact of China’s basic medical insurance for residents of treatment decisions by the Binary Logistic regression model.The first step result shows that, different medical insurances for residents cause different impacts of treatment decisions. The new rural cooperative medical system, and basic medical insurance for urban residents improves residents hospital visit rate, while basic medical insurance for urban workers decreases the visit rate significantly. The second step, this paper selects the treatment of insured people as objects, by studying the Insured person of new rural cooperative medical insurance, it finds that the longer the time to participate in medical insurance, the higher consumer spend,while the lower spending ratio their own pay.Finally, this paper concludes from the status quo and empirical and gives political suggestions. Improve the basic medical insurance system, and strengthen the role of health insurance protection to vulnerable groups; accelerate the integration of urban and rural insurance to protect the fairness of urban and rural residents suffered in medical insurance; strengthen government accountability mechanisms to fully play its role in financial support, the industry regulator, information disclosure, and so on.
