Since 1950 s to 1998, Chinese college student’s medical insurance system had been the public health care system which only includes the planned enrollment. The government formulated the payment and treatment level according to the economic development and medical level of the time. The appoint earth up unripe and targeted-area student are excluded of this system, they have to afford the medical expenses on their own or the commercial insurance. In recent years, the college student’s expansion enrollment policy has made the number of college students larger and larger; besides, with the increasing of people’s living standards, our medical expenses also soared sharply. The free medical service can no longer meet college students’ medical demand. With the deepening of China’s medical system reform, the public medical service is fading from the historical stage; gradually, social medical insurance is replacing the free medical service. China now has established the urban workers medical insurance 、 urban residents basic medical insurance as well as the new rural cooperative medical insurance。According to the “state council general office on the college students should be brought into the scope of pilot basic medical insurance for urban residents of guidance” in 2008, college students’ medical insurance has been incorporated in the urban residents basic medical insurance system. In order to actively respond to the nation’s policy, most provinces also issued relevant legal laws and documents, requiring the province college students to join the urban resident’s basic medical insurance. However, seven years has passed since the year 2008, the implementation of the new medical reform policy in college is not so satisfactory. This research has chosen the Capital University of Economics and Business,Communication University of China, Hunan University, Xi’an Electronic and Engineering University, East China Normal University and Wuhan University as research object to study the reasons and resistance of the implementation of the new reform and give some constructive suggestions for reference.
