Researchon The Operation Of Basic Medical Insurance System For Urban Workers Under The Background Of Deepening Medical Insurance Reform

A higher demand for the establishment of a more complete medical insurance system is being proposed due to the accelerated urbanisation process,the ever-increasing ageing population,the diversification of employment types,the complexity of the disease spectrum changes,as well as the great risk faced by the medical insurance fund,the operation of urban workers’basic medical insurance system is also facing a new test.Since the 18^thCommunist Party of China（CPC）National Congress,General Secretary Xi Jinping has repeatedly stressed during many major meetings,“we should prioritise the protection of the people’s health,establish a hierarchical medical insurance system,and complete the supervision regulations of the medical insurance fund,so as to accelerate the establishment of‘Healthy China’”.To promote the high-quality development of medical insurance,and consequently,to insure the people’s health and achieve common prosperity,the country has anchored the Vision of 2035 with the integration of the economic and social development goals proposed in the 14th Five-Year Plan.Based on the CPC Central Committee and the State Council on Deepening the Reform of Medical Insurance System,the country has made the National Medical Insurance Plan for the 14th Five-Year Plan Period.The plan proposed that,during the 14^thFive-Year Plan period,we should do our best to further improve the reform of the medical insurance system,implement the basic idea throughout the reform,gradually increase the insurance level,and achieve sustainability.Based on the background discussed above,this thesis investigated the operation of the urban employees’basic medical insurance system with a focus on the county-level city.On the basis of literature review,the thesis firstly introduced the development and the status quo of the urban employees’basic medical insurance system in the F city.Through analysing the benefits that the insured urban employees’have received and the operation of the fund,the thesis addressed the major problems existing in the operation of the basic medical insurance system for urban workers in F City in the current situation,such as disadvantages of the mechanism of fund raising and the individual account,risks of total payment,problems in the fund supervision,etc.Meanwhile,the thesis investigated the reasons for the above problems,identifying factors including the system,the policy,and the reality,etc.Finally,based on the current theories and analyses,integrating the new demand proposed in the National Medical Insurance Plan for the 14th Five-Year Plan Period,starting from the effective operation of the basic medical insurance system for urban workers in F city,effective suggestions are put forward to ensure the scientific operation of the basic medical insurance system for urban workers.This thesis covered six aspects.First,the background and the significance of the research topic were introduced with the summarisation of the status quo of the medical insurance research in our country versus other countries.The framework was outlined,and the research methods,the innovative ideas,and the deficiencies were discussed.Second,research was conducted on the basis of certain relative concepts,which were well-defined in the thesis for clarification.Third,after introducing the development and the operation status quo of the urban employees’basic medical insurance system in the F city,the problems of the system when implemented in reality were addressed.Fourth,the reasons for the above problems were identified after comprehensive analyses of these problems.Fifth,From the problems and solutions existing in the operation of F City to the whole country,countermeasures and recommendations for completing the urban employees’basic medical insurance system were proposed.Sixth,conclusions and future directions were discussed.
