Research On The Formation Of Marine Strategic Emerging Industries And The Cultivating Strategies

The cultivation and development of marine strategic emerging industries, is one of the effective ways to cope with the "Post Crisis Era" economic development dilemma. The development of marine strategic emerging industries is of strategic importance to the change of marine economic structure and the optimization of marine economic development mode.To explore the way of cultivation and development of marine strategic emerging industries, the government’s role cannot be ignored. Based on this, this article start from the relationship between government and market, relying on the related theory of the relationship between government and market, does the analysis of the role of what local government can play in the process of the cultivation of marine strategic emerging industries.According to the forming path and influence factors of ocean strategic emerging industry, combined with practical experience of foreign government cultivating marine strategic emerging industries, this article put forward the system of function of China’s local government in cultivating marine strategic emerging industries. Finally, combined with the specific case of Zhou Shan’s cultivation of marine strategic emerging industries, this article provide the reference for the China’s local government in cultivating marine strategic emerging industries.
