Global financial crisis had a strong impact on world economy. Countries around the world were looking for the next driving force for economic growth and they started targeting on the development of strategic emerging industries which have great influence on national economy.This study first defines the connotation of strategic industries, then on the basis of systym dynamic theory and industry life cycle theory, this study builds a research framework of cultivating and developing strategic emerging industries. A multiple case study of5innovation-oriented countries with great success in strategic emerging industries is utilized to examine the framework.Through data collecting and data analysis, this study finds the following four common features in the practice of developing strategic emerging industries in the5countries.(1) Interior driving force in developing strategic emerging industries includes technology, capital and talent;(2) Safeguard Mechanism is mainly consist of government policies, innovation conditions and environment, and industry-college-institute cooperation;(3) Exterior driving force is market demand;(4) In different periods of life cycle, the development of strategic emerging industries has its unique feature which calls for different government means to gain better development. At last, under the guide of Research Framework of Cultivating and Developing Strategic Emerging Industries, this study analyzes the development status of strategic emerging industries in our country, and offers a corresponding strategy and suggestion.There are two innovation points in this study:(1) This study looks at the development of strategic emerging industries as a system, and builds a systematic framework consist of interior driving force, exterior driving force and safeguard mechanism. A big different from previous study is that this study identifies government policy as a safeguard mechanism factor, instead of exterior driving force;(2) Industry life cycle theory is integrated with the model, which makes the model dynamic with time change. In addition, the role government plays in each period is clearly pointed out, which improves the guiding significance of the model.
