Analysis Of The Temporal And Spatial Differences And Obstacle Factors In The Supporting Conditions Of Marine Strategic Emerging Industries

High-tech strategic emerging marine industry has developed rapidly in the twenty-first century,the development level of strategic emerging marine industry not only reflects the the development potential of national marine economy,and can lead the development orientation of marine economy and push forward the transformation and upgrading of marine industrial structure,so it has an overall,long-term and oriented feature.Based on connotation of “strategic” and “emerging” and relative industrial theories of high-tech strategic emerging marine industry,some influential factors playing role in hightech strategic emerging marine industry are found,which are marine resources and environment,technology innovation,demand innovation,talents reservation,capital investment and government support.Development condition of marine economy is researched,and it is found that deteriorative environment,insufficient innovation ability and imperfect management system are problems marine economy development facing.It's significant to explore the spatial and temporal characteristics of strategic emerging marine industry support conditions and identify the obstacle factors restricting their promotion.From four dimensions including resources and environment support,society and economy support,technology and talents support,government support,the index system to evaluate the strategic emerging marine industry supporting conditions is established and 11 coastal provinces are taken as the research objects in this paper.The comprehensive factor weight obtained from entropy weight and AHP,combined with TOPSIS is used to evaluate the strategic emerging marine industries support conditions in China between 2009 and 2015.Then,K-means clustering analysis,kernel density estimation model and obstacle degree evaluation are adopted to classify the support conditions level and analyze features of its spatial-temporal evolution and influential factors.Results show that:(1)At the national level,support conditions of most province distributed in the mid-low area before 2012 and the polarization of the support conditions had a trend to deteriorate.Remarkable improvements have been achieved since 2012 and the gap in support conditions has narrowed.(2)As viewed from the dimensions,support conditions in different dimensions have improved at different degrees,but the base of government support condition is weakest and hasn't changed significantly.(3)Obstacle factors of strategic emerging marine industries support conditions are different for 11 coastal provinces,and it shows that marine technology patent is an influential factor of strategic emerging marine industries support conditions for all coastal provinces.In order to improve the supporting conditions of strategic emerging marine industry,we should pay attention to perfect industry supporting conditions,build cooperation and innovation platform of production,education and scientific research,build investment and financing mechanism in multi-channel,and optimize marine industry layout.
