Kaifeng has become one of the most vigorous city of Henan province,even for the central region of China Kaifeng City, therefor the work of foreign capital utilizing is facing a significant opportunity hitherto unknown. The investment of foreign capital in Kaifeng grows steadily over the past decade, the actual use of foreign capital increased from $120000000 in 2004 to $2728000000 in 2013. It has made gratifying achievements that the use of foreign capital accounted increased from 3.2 per thousand in 2004 to 20.1 per thousand in 2013 for the Kaifeng’s GDP. In 2013, the annual contract utilization of foreign capital of Henan province is $13456000000, which has a 11% increase over 2012, rank the first place of the six central provinces. The foreign capital projects run up to 293 that its actual funds goes more than $10000000, and the total amount reaches $7010000000., The total investment of Kaifeng is $818890000 in 2013, the foreign investment contracts amounted to $554860000 which complete 100% of provincial issued goal. The actual investment totaled $438980000,which increased 21% over last year, accounted for 110% of the provincial issued goal.However, the work of utilizing foreign capital in Kaifeng still face internal and external factors restricting the development, for externals such as the approval authority and the approval of foreign investment projects focus which involves many departments, processing cumbersome, for internals such as the survival rate of foreign investment projects is low and it has little normal operation enterprises. The overall operating conditions is poor and nearly half of the enterprises loss. The other problem is the delay of foreign investment, and the low ratio in the manufacturing, processing, commercial, service industry, financial industry and other emerging industries. The research aims at these problems, for our future work, we should strengthen the underway project and contracted projects follow-up efforts, do a major project tracking service, pay attention to the industrial chain investment, industrial cluster promotion, pay attention to the project packaging, promotion, pay close attention to the project floor, pay attention to broaden the investment areas, efforts to improve the investment environment, enhance the level of work and service concept, and promote the higher level of foreign capital utilization in the city.The use of foreign capital in China began at the end of the 1970 s, and since then, research on the use of foreign capital also arise.
