This paper aims to systematically study the relationship between financial development and rural water conservancy construction, in-depth analysis of the development of the rural financial impact on the path of farmland water conservancy construction, Summary countermeasures to promote current construction of farmland water conservancy’s reforming and rural financial system’s building.Hunan province is a big agricultural province, but also a big the water conservancy province, the small-scale irrigation play an important role in the development of rural economic, rural drought relief, agricultural production and farmers’ income. However, due to the conservancy facilities are serious disrepaired, lack of long-term stable investment and other issues, the existing facilities are difficult to play its due role. Based on the rural finance development, combined with the development of irrigation and water conservancy status quo and development direction, in-depth study of how to how the rural finance effectively provide powerful financial support for the irrigation and water conservancy construction. This paper is divided into six parts. The first part of introduction introduces the research background, research purpose and research significance, research review, research ideas and research contents. The second part summarizes the farmland water conservancy construction theory, lays the theoretical foundation for the study of the text.
