The irrigation and water conservancy facility is the basis for the comprehensiveagricultural production capacity. Strengthening the construction of irrigation facilities, notonly to improve conditions for agricultural production, but also to increase agriculturalproduction process to withstand natural disasters, and it will stabilize and improve the yieldand quality of agricultural purposes. However, the current construction of farmland waterconservancy facilities, there are still problems. On the one hand, the construction of farmlandwater conservancy facilities generally weak in some areas, even the existence of the projectdamaged and facilities aging. The difficulties of improving irrigation and water conservancyconstruction are grow in number or quantity. On the other hand, the Chinese government’sinvestment in water conservancy is great, but the lack of emphasis on irrigation and waterconservancy facilities, the lower the proportion of funds invested a small coverage area.Summarize the contents of the existing literature, the influence factors of farmers toinvest the irrigation can be attributed to economic factors and non-economic factors. Thisarticle focuses on how the social capital influent the willingness of farmers. In this study, theconcept of rural social capital is divided into two dimensions: one is the micro-level socialcapital (social capital that individual farmers), the other one is macro-level social capital(social capital in rural communities).This study is an empirical analysis of the rural socialcapital influences to the farmer participation willingness to invest in irrigation and waterconservancy by using survey data of364farmers in the Ningxia Hui Autonomous Region in2013March. The rural social capital is divided into trust factor, intercourse factor, reciprocalfactor, household factor, safety factor, norm factor and harmonious factor by using the factoranalysis. Binary Logistic Analysis shows that trust factor, intercourse factor, household factorand norm factor have positive effect on farers’ participation in irrigation and waterconservancy facilities. Trust factor and norm factor have greater influence among them.Safety factor has a negative impact on the farmers’ participation in irrigation and water conservancy facilities investment. Reciprocal factor and harmonious factor have no effect onfarmers’ participation in irrigation and water conservancy facilities. In addition, migrantfarmers have higher investment tendency than ordinary peasants. Improving the level of ruralsocial capital has a positive impact on farmers’ willingness to invest in irrigation and waterconservancy. At the macro level, the willingness to invest irrigation and water conservancy offarmers is promoted by the rural social capital. Finally, to enhance the rural social capital canimprove the willingness of farmers to invest. It needs building the rural civil society,constructing the rural credit system and establishing a good rural social atmosphere.
