Infants are the future of the motherland. The health and life of infants has important influence on the country. However, because of the losing of society morality, the safety problem of infant food occurs frequently. It leads serious problems to the health and life of infants. In the series of infants food safety incidents, it leads to serious psychological shadow to the infants’ parents, brings damage to the social and public interests and private interests, and affects the import and export trade of infant food. These incidents sound the alarm for the food safety supervision of infants food. As a kind of public good, safety supervision of infants food needs to be supervised by the relevant departments. But affected by the traditional mode of public management, the regulatory departments still exist many problems, such as rigid management, organization overstaffed, low efficiency, and so on. The safety supervision of infants food in Shanghai city is leading level in China. However, there are mangy problems, such as not punishment, not perfect laws and regulations, imperfect supervision mechanism. While our country pay more attention gradually. Under the national policy guidance, Shanghai should strengthen the supervision of the infant food safety. In this paper, the study is helpful to promote economic development, maintains social stability and harmony, meets the need of the social and moral requirement, and make up the theory blank of infant food safety supervision. It has a certain theoretical and practical value.The article uses the literature research method, the normative analysis method, interviews method and case study method. The paper is be divided into six parts. The first part was the introduction, mainly introducing the research background, purpose and significance, summarizing the status of research at home and abroad, and the focus, difficulties and innovation. The second part mainly introduces the basic theory of infant food safety supervision, including the new public management theory, public goods theory and the dynamic theory of social contract, the theory about the age and food of the infant, food safety, food safety supervision.
