This paper based on the background of urbanization development, supported by the rural labor transfer theory and human capital theory. This paper studies the influence of human resources capacity of migrant workers’ in jiangxi province to their citizenization-intention through the questionnaire survey of 460 migrant workers in jiangxi province.The sample distribution and the individual characteristics of migrant workers and measurement variables has carried on the statistical description, the result shows that those migrant workers are mainly production workers in manufacturing industry, most of them are composed of young people, and more men than women, just married accounted for the majority, most of them had nine years of compulsory education and above accounts for most of, the overall level of education in the medium level. Human resources capacity and citizenization intention in a medium level.Through the factor analysis results and with reference to the domestic scholar’s research results, human resources capacity can be divided into four dimensions, respectively is the ability of making a living, dignity capacity, integrating with city capacity and self-development capacity. Citizenization-intention measured by three indicators including will, think of migrant worker is citizen or not and stay in the city.Structural equation research results show that the ability fo making a living, integrating with city capacity and self-development ability for the promotion of citizenization-intention have obvious effect. Dignity capacity had no significant effect on the will of the citizenship, but play an indirect role by acting on self- development ability. The research results has a reference value to the degree of urbanization path for the improvement of human resources capacity and the implemention of the urbanization.
