On January 31,2010, the "new generation of migrant workers" has been adopted firstly in the State Council of the central committee No.1 document, which calls for all local governments at all levels take targeted measures striving to solve problem of new generation of migrant workers, in order to promote the new generation of migrant workers’citizenization. Since then concentrating on solving relevant urbanized problem of new generation becomes the new social focus of promoting industrialization and urbanization in our country and making the goal of the sustainable development of economy and society come true. Due to the obvious differences between the new generation of migrant workers and the older generation on the aspect of growth environment, life experience, and the large special background of the times, their wishes is more urgent and intense. However, the urbanization which refer to the integration of employment, social security, reeducation into city life suffers many obstacles from objective reality.This papers attempts to begin with the perspective of collaborative governance theory, using the methods of theoretical research, literature review, case study and comparative analysis, taking the citizenization of the new generation in Wuhan city as an example, adopting the way of questionnaire investigation to study the current situation of urbanization of new generation migrant workers in Wuhan city, which reveals the source of the difficulty that the new generation migrant workers suffered at their citizenization process, and explores and proposes some effective countermeasures and Suggestions to deal with the difficulties that the newly born migrant workers meet at their citizenization process.At first, this papers elaborates the research background, research purpose and meaning, discusses the urbanization of the domestic existing research results and foreign relevant theories about population movement. Secondly, the papers analyze and explore the deep meaning of collaborative governance, which is the basis of seeking to the fit between collaborative governance and governancing the problem of the new generation urbanization of migrant workers. Third, taking the current situation of urbanization of new generation migrant workers in Wuhan as investigation object, and analyzed about the present situation of the self from multiple aspects. Fourth, explaining the factors that affect the new generation of urbanization from three aspects:macro, meson and micro levels, to find out the source of the plight of new generation urbanization of migrant workers:the blurred role of the government definition and the absence of such a service function, the disadvantage of the existing system and the disadvantages of policy implementation process, lack of effective interaction between government and civil society organizations and "the urban" holds bias discrimination to new generation migrant workers and migrant workers own factors. Finally, with the guidance of the mode of collaborative governance, this papers put forward the countermeasure suggestion of deal with the difficulty of the urbanization of the new generation of migrant workers, asking the government organizations, non-governmental public sector, private enterprises and citizens and the new generation of migrant workers participate into joint action of the citizenization of the new generation of migrant workers, collaboratively govern the urbanization of the new generation of off-farm workers. |
