Study On The Development Of County Economic From The Influence Of The Financial Support In Xinjiang

The county area economy occupies an important foundation in the national economy, and more and more attention should be paid to the development of county economy. The state formulates a series of preferential policies, it provides a good opportunity for the development of county economy in Xinjiang.The national implementation of a new round of development strategies in the western areas, promotes the reform of resource taxes, and improves the financial system, the transfer payment system and the mechanism for ensuring basic funding for county level. The total goal of maintaining social stability and long-term stability of Xinjiang has been proposed in the second central Xinjiang Work Forum, and a full range of new pattern of aid work in Xinjiang has been set up. There are 19 provinces(cities) provide such aspects as capital, technology, talent, management for comprehensive assistance in Xinjiang. These will contribute to give full play to the resource advantage and push industry become bigger and stronger in Xinjiang. National economic development pattern, the adjusted economic structure and the implementation of strategic decisions will attract a large number of foreign and outside capital to Xinjiang.On the basic of summarizing the predecessors’ research, consulting relevant documents, searching for the compilation of relevant data, using the statistical method, this paper analyzes the current situation of the county economy development and financial conditions at the county level in Xinjiang, and then analyzes its development process problems and factors that limit the development of the outstanding factors and obstacles; and uses the panel data model to analyze county-level fiscal spending to various regions and counties in the whole Xinjiang and the three areas of Xinjiang(eastern, northern and southern Xinjiang),the influence of economic growth and finds out the specific backward counties and its concentration areas,and finds out the problem included. Finally, this paper uses the system analysis method and puts forward the corresponding countermeasures and suggestions according to the problems.The results of this study show that the overall development of the county economy in Xinjiang is relatively quick, the industrial structure has been upgraded, but compared with the developed provinces and regions, the size is small and lack of the competitiveness. The regional financial development’s gap in Xinjiang is bigger and very unequal, and finance in supporting the development of county economy in Xinjiang is restricted by the environment, system and personnel factors, and it is failed to fully play its role.Although the fiscal expenditure of Xinjiang and the three regions have played an important role in promoting in Xinjiang county overall economic growth and the relationship between them is relatively stable, its influence sizes of various regions and counties, and the degrees of dependence on financial support gap among counties are becoming bigger, and the expenditure can’t be effectively translated into engines of economic growth in most parts of the local, and counties with negative spontaneous economic growth level(such as Pishan county, Minfeng county, Cele county, Moyu county, Wuqia county, Jimunai county, Qinghe county, etc.) depend entirely on the financial support of economic development and financial efficiency is extremely low, which exposes that every area and county lacks of money and the corresponding supervision and management mechanism aimed at the effect.
