By combing domestic and foreign literatures,this paper theoretically establishes the link between government fiscal revenue and fiscal expenditure,and integrates fiscal revenue,fiscal expenditure and economic development into a unified analysis framework.On the basis of combing and summarizing the existing domestic and foreign related literatures,starting from the perspective of spatial effects,using panel data of 31 provinces in China from 1999 to 2016,considering regional industrial structure,regional development level and factor flow Under the condition of other factors,the spatial measurement model is established to empirically analyze the impact of the government's fiscal revenue and expenditure structure on economic development.In order to fully investigate the spatial agglomeration factors and spatial spillover effects,this paper establishes static spatial autoregressive model,spatial error model and spatial Dubin model,as well as dynamic spatial autoregressive model and spatial Dubin model,and draws the following main conclusions:(1)From 1999 to 2016,the economic development of each provincial level and the fiscal revenue and expenditure structure showed a certain spatial correlation.The local government fiscal revenue and expenditure structure has an important impact on the economic development of the region.At the same time,the economic development of the region will also be affected by the proximity.The impact of regional government revenue and expenditure activities,and this impact is significant.(2)From the perspective of spatial spillover effects,there are spatial spillover effects in both economically developed regions and economically underdeveloped regions,with only varying degrees of effects.(3)The optimization of regional fiscal revenue structure and fiscal expenditure structure has a positive effect on economic development and has obvious spatial effects.The structure of fiscal revenue and the optimization of fiscal expenditure will promote economic development.Local governments should strengthen cooperation and communication,optimize the policy direction of fiscal revenue and expenditure,and improve the efficiency of government fiscal activities.(4)Regional economic development Although the spatial effect is obvious,due to the existence of “economic inertia”,the current economic development status of each provincial level will also be affected by the previous situation in the region.When considering the time lag factor of regional economic development,the influence of each explanatory variable on the explained variable becomes smaller.That is to say,from a long-term dynamic perspective,regional endowments also have an important impact on economic development,which will affect the behavioral effects of government revenue and expenditure activities.(5)From the perspective of fiscal revenue structure,turnover tax avoids the problem of double taxation in the process of commodity production and circulation,and has no obvious promotion or inhibition effect on economic development;income tax reduces the reinvestment ability and personal consumption ability of enterprises.Economic development has a significant inhibitory effect;property tax,resource tax,behavioral tax and non-tax revenue all have different degrees of promotion for economic development.From the perspective of fiscal expenditure structure,the continued growth of economic construction expenditure after reaching a certain scale has a restraining effect on economic development;the sustained growth of social service expenditure has a significant role in promoting economic development;administrative management expenditure,that is,the growth of government maintenance expenditure has an inhibitory effect on economic development.
