In this situation, the construction enterprises must be potential from the internal and strengthen its most basic level organization, which is management of construction projects. By this way, the production development in the fierce competition will be possible. It is significant for the construction project to improve its management level by the establishment of fair, justice, scientific and reasonable evaluation system, and thus stimulate the project staff enthusiasm and creativity.Y company is a subsidiary of state-owned key enterprises--Z group. Its main business is the construction of infrastructure and it is a national special-class general contractor in major highway projects Y company has emphasized on the budget after bid to test the performance of the project for recently 10 years. Although played the larger role in promoting the development of enterprises, it could not match with the enterprise strategy good enough, There are some other problems, such as the neglect of non-financial indicators assessment, the implementation is not ideal and so on.Based on the summary of achievements and problems, the basic theory of BSC is introduced to the project performance evaluation system in the article. Using the BSC as a framework, the budget after bid astheemphasis, the organic combination of the two ensure the advanced nature of evaluation idea and full reflect the characteristics of construction projects,thereby solving the matching problem between the original performance appraisal system and the corporate strategy. Through put forward some concrete measures to address the original execution problems, the author try to further optimize and improve the project performance appraisal system. Taking X project as example, the optimized performance evaluation system is simulated.
