In times of economic downturn, "three overlay" influence the deepening financial iskdramatically amplified. In the financial sector dominated by commercial banks, due to fierce competition in the industry, the pursuit of maximizing the interests of other reasons, can not handle confrontation contradiction between internal controls and business development, making it increasingly difficult to control the business risk, firm to hold the risk of the bottom line. Meanwhile, some domestic and foreign commercial banks, the banking crisis occurs, the bank case also shows that the current internal control system of commercial banks has not adapt to business development needs. So I believe in strengthening external supervision of commercial banks, while also speeding up transformation and upgrading of the internal control system, especially at the theoretical level to draw on advanced foreign commercial banks internal control concepts, with their own reality, establish and improve a set of distinctive, side key internal control system.This paper adopts literature, empirical analysis, comparative analysis and other methods to Huarong Xiangjiang Bank S points behavioral research object, sort of internal control at home and abroad on the basis of relevant theories, reveal the full intrinsic link between risk management and internal controls, and summed up common trend of internal control of commercial banks, and Huarong Xiangjiang Bank S branche internal control status of the investigation, pointing out the main problems existing in S branch of the internal control and risk management under the overall framework put forward a sound Huarong Xiangjiang Bank S branch internal Control countermeasure system, it is recommended.Through research, this paper draws the following conclusions: first,comprehensive internal control and risk management is a natural unity, internal control is the subsystem under the overall risk management framework. To improve the commercial bank’s internal control system must be consistent with the overall internal control environment, risk management, goal setting, risk identification, risk assessment, risk response, control activities, information communication, monitoring requirements of eight elements, these eight elements is evaluated and build internal Theory of Control system. Second, through questionnaires in the form of the outstanding issues summarized Huarong Xiangjiang Bank S branch in the presence of internal control: the internal control environment is not good, the main long-termabsence of internal control, internal control and cultural backwardness, poor management of human resources development requirements; risk assessment shortage of talent, tools lag, risk management, technology is not advanced; the effect of poor internal control activities; information communication channel is not smooth and so on. And analysis of the three major cause of the problem: the ideological level managers to compare the risk appetite, the management system level performance appraisal baton biased, ignoring internal controls on business development levels.Third, In response to these problems, the author of a comprehensive risk management framework under the internal control system of the eight elements of the request,made to optimize the internal control environment, improve risk assessment, control activities, strengthen and establish effective monitoring and management information systems and countermeasures systems.
