Study Of The Public Financial Policies Aiming At The Development Of China’s Urbanization In The"New Normal"

Since the reform and opening-up, China’s socialist market economy has developed dynamically. The life condition of residents has tremendously improved. While the world economic environment has been changing, and the advantage of our domestic economic developmentdemographic dividend, environmental dividends are decreasing gradually. China’s economy is going to face the "new normal". On the one hand, the economic growth rate is slowing down, the market pay more attention to the quality of economic development, the industrial structure has to be adjusted and optimized and consumption became the new economic growth engine, on the other hand, the imbalance in the industrial structure, over-capacity, the imbalance of economic development, and the "dual structure" problems are the main problems of our country. We should seek a efficient path to solve these problems and urbanization is quite an angle of view. As a systematic project, urbanization refers to economy, culture, humanity, demography, society and many other fields. We have made a great progress in the urbanization process, while the urbanization quality is not quite good. Improve the urbanization quality then become an indispensible effort we have to make.There are five parts included in this paper:the first part illustrates the content and the significance of this study; the second part reviews the development history of the urbanization in China, then shows the present situation of the urbanization process, which containsits essence and feature; the third part discusses the problems of China’s urbanization process exists in"new normal", which resulted from the public fiscal policy; the forth part analyses the background environment of the urbanization development in "new normal" and the trend of the progress; the last part discusses the role that the public fiscal policy plays in the urbanization, and makes reform suggestions forpublic fiscal system on the basis of "new normal"In this paper,I try to discuss the importance of urbanization in China and the main problems hanging to be solved, aiming at finding out the relationship between urbanization and the country’s public fiscal policy. Then I focus on how to improve the urbanization quality through public fiscal policy adjustment and reform.
