The national economic and technological development zone was approved by The State Council, which is the highest position in Chinese existing economic and technological development zone. Kunming economic and technological development zone shares almost a same history of development with other national zones, generally experienced starting, rapid growth and entering the "Second-time Entrepreneurship" step. In this reforming and upgrading step, the economic development zones pays more attention to quality of development, focusing on benefit of efficiency than scale, emphasizing self-creation than introduction of technology, transforming relying on policy advantages to relying on the combination of policy and potential investment environment, making great effort to becoming one of The First class zone by developing of quality and efficiency.To achieve this goal, we must study into the basic characteristics, factors and evaluation index, identify the standard of the first class zone. This paper is based on the background above, combined with the theory of research on evaluation index system and method, extract the key factors through the analysis of domestic and international first-class zone. Trying to build the evaluation index system which is suitable for Kunming economic and technological development zone. Identify the characters of present situation and existed questions, also the gap between the first class zone through the method of hierarchical analysis and comparison of the evaluation index. Then proposes the improved strategy and method in the field of human resources and innovation platform, leading Kunming economic and technological development zone become the member of first class zone.
