Research On Economic Structural Adjustment Of The West Coast Economy Zone

The changes of both internal and external conditions of China’s economicdevelopment has put forward urgent requirement on the adjustment of economicstructure. The international financial crisis has make the western developed countriesreflect on and change the old "virtualization" model of development, and Leadedtrend of the emergence of a "re-industrialized" and the returning to the developmentof the entity economy. The international financial crisis has also made our country’stask of the adjustment of economic structure more urgent. Therefore, in China’s12thfive-year planning, other important government documents and relevant meeting thegovernment has continuously emphasized the significance and urgency of "economicstructure adjustment". In the CPPCC, in March2011, the central government leadershave emphasized on the strategic position of the channel western coast economiczone, and encouraged the superviser of the zone to bold to "try first and do first", hesuperviser of the zone should seize this opportunity and use the advantage of policyand region to complete the task of economic structure adjustment. In this paper, thetheory of the complexity is applied to the study of economic restructure, and pointsout that the complexity of the economic structural adjustment is the dynamicbehavior and overall showing due to the subsystem and other uncertainties of theeconomic structure in their own process of deepening characteristics.The specificperformance of the characteristics of the complexity concludes: self-organizing,nonlinear, collaborative, openness, and multi-level.This paper argues that structure ofinvestment the consumption is in the core and key status, and plays a decisive role inthe optimization of the economic structure. The complexity of the economicstructure adjustment mainly comes from two aspects of factors. On one hand, therelationship of the elements of the economic structure adjustment is complex, and itsoperation process often shows randomness and uncertainty; on the other hand,"people" is the basic elements and the final subject of the economic structureadjustment system, among each subject exists the complicated relationship of theinterests.Therefore, it needs to analysis from two direction of the relationship and interests of the elements of the economic structure. Firstly, based on the analysis ofthe complexity of the adjustment of the economic structure, combining previousresearch experience, this paper selects six kinds of one class indexes and a total of24secondary indexes, establish the evaluation index system of economy structureadjustment of the western coast economic zone, and take Fujian as an example, thispaper analyzes the present situation of the economic structure adjustment and theexisting problems of Fujian. Secondly, analyze the relevantion of Fujian’sinvestment-consumption structure and the other substructure with SPSS, and verifythe reliability of the analysis of the status of the above.Thirdly, applying the theoryof interest in the game theory, this paper analyzes interest game of the central andlocal governments in the structural adjustment, and points out the balance of thetarget of local government participating actively in completing the economicstructure adjustment in ideal state. Finally, according to the analysis above, thispaper proposes three general countermeasures and ten specific countermeasures.
