Study On Social Stability Risk Index System Of F Hydropower Station In Yunnan

At present, our country is undergoing the social transformation. With the rapid development of China’s reform and opening-up as well as the speedy social progress, various structural contradictions of society have become more and more prominent. Besides, the growing interest differentiation、major adjustment of economic system and social structure together with huge changes in people’s thinking also make contribution to the increasing of social unstable factors. To relieve social contradictions and create a harmonious society, governments have issued policy documents that conducting social stability risk assessment of major projects and major decision. Construction of major projects boasts such characteristics, as multiple and complex problems, wide range involving, and high technical difficulty. Social issues like land acquisition demolition, resettlement compensation problems and environmental problems caused by the project are gradually becoming the main flashpoint of group events in China. Henceforth, how to circumvent social risks resulted from the construction of major projects and how to resolve its effects on the stability of social system have attracted much attention in the academic and practice circle. Implementing social stability risk assessment of major projects is not only the realistic request to maintain social stability, but also an important issue of the government for efficient public crisis management.Having analyzed and summarized the research results of scholars at home and abroad, this paper takes the theory of public crisis management and social combustion theory as its theoretical principle thorough the comprehensive research on social stability risk of major projects. Taking F hydropower station in Yunnan as an example, it explored the existing problems and the reasons after its social stability risk index system study. According to the construction condition of F hydropower, it reestablished the stability risk assessment index system. Basing on the deep analysis of the upcoming difficulties and the required conditions in application as well as the limitation of new index system, this paper come out enlightenment on establishing the stability risk index system of major water conservancy projects in China.
