How to solve this problem is an important issue of industrial development in Hei longjiang province.Based on related research scholars, the concept of industrial ecology is proposed new definition, and elaborates the basic characteristics of industrial ecology, factors and the theoretical basis of the development of industrial ecology, and its main ecological theory, theory of circular economy, sustainable development theory. Given China is still in the preliminary stage of exploration development of industrial ecology.The typical cases of major developed countries and some regions of China made outstanding achievements in the field of industrial ecology are described in detail, pointing out its main corporate several aspects of the industrial park, the regional industrial chain to and analyze and summarize their lessons, providing feasible suggestions for Hei longjiang Province.Heilongjiang Province for the contradiction between industrial development and environmental protection, we use the SWOT analysis of the feasibility of a comprehensive analysis of Heilongjiang Province take the road of industrial ecology and discusses its potential advantages and obstacles, indicating industrial ecology is the right choice for economic development of Heilongjiang province. In view of this, this paper analyzes the industry from the perspective oi three specific path of industrial ecology, pointing out that in agriculture, taking to build eco-agriculture tourism, and other measures to promote agricultural model characteristics; In industry, mainly in three aspects from the implementation of cleaner production, the construction of eco-industrial parks and the establishment of regional eco-industrial system;for the tertiary industry, mainly from the development of eco-tourism and expand recycling-based services. Finally, this paper proposes Hei longjiang province taking the road of industrial ecology countermeasures and suggestions from several aspects of government management, technological innovation, evaluation system, agency and international cooperation.And these provide some references for better development of social and economic in Hei longjiang province.
