The article based on realities of financing small-scale irrigation and water conservancy in Sichuan Province, and has applied to this stage of policy formulation and adjustment of national key counties for the construction of a Daying county for the actual cases, to analyze the financing of small-scale irrigation and water conservancy to provide a theoretical basis and practical basis. The idea of this study is" the theoretical basis-the analysis on main Financing body-Financing" for the status quo and empirical analysis-case studies-policy recommendations", from the logic of action of involved main financing in small water conservancy funding process as a starting point and throughout always, and then describes the history and current stage of the country and Sichuan Province, the small-scale irrigation and water conservancy financing situation, and analyze the problems and causes in the fundraising process, and then to the DEA method to analyze the current small-scale irrigation and water conservancy fund-raising efficiency. In addition, the form of case studies, introduced the status of the Daying County raise funds for construction and maintenance, as well as the achievements and inadequacies. Finally, recommendations to improve the small-scale irrigation and water conservancy funding mechanism is to integrate small-scale irrigation and water conservancy construction funds, to improve the efficiency of the use of funds:the county level for planning, relying on financial integration, and to standardize and optimize the function orientation and scope of the various departments.
