Research Of Evaluation Criterion And Index System To Explore The Possibility Of Developing Derelict Land In Mining Area

Resulting from the great number of population and the shortage of land resources, the scarce Land has become a highly valuable resource in city development so as to meet various land quality demands. Therefore, multi-functional land use researches have become increasingly essential. Based on five-in-one principle of new-type urbanization and the notification" Economical and intensive use of Land" from Ministry of Land and Resources, this research concentrates on the social and economic problems in the process of bring abandoned mining areas back to urban development. It also provides a new perspective to rethink the value of mining heritages, to break conventional agriculture usage of "dead" lands and to create constructive patterns to activate these areas with overall plans of cities and mines. After reviewing previous relevant researches, this thesis is proposed to evaluate develop possibility of abandoned mining areas and support its utilization decisions.On this basis, it analyses the contents of developing possibility to reuse abandoned mining areas, systemizes the basic theory, its principles and procedures to establish the evaluation system to explore this kind of possibility, demonstrates the ideas and methods to design and select the evaluation index. After these theorical analysis and empirical researches, with the environmental security evaluation model " pressure-status-response", this thesis establishes the scientific evaluation index system about the main discussion.Firstly, the research starts with the value guidance of evaluation, Clarifying the dual demands of mining town transformation and sustainable development, it excavates the content of constructive development and deepens the concept of developing possible land utilization in abandoned mining areas.Secondly, the research establishes the evaluation index system by Hierarchies. Then, the evaluation index of developing possibility of land use in abandoned mining areas is determined by documentary researches, specialist interviews, experimental selection with methods, for instance, Delphi Method, Essential Membership Degree Analysis, Validity and Reliability Testing. The evaluation model is built after the determination of index weight with Delphi Method and Analytic Hierarchy Process.Thirdly, the example of Nanshan mining area in Maanshan is given to evaluate the index feasibility, including unit division, data selection and its adaptation to strengthen the scientificity and operability of the evaluation procedure. Finally, the paper summarizes conclusions, existing questions and research prospect.
