With the rapid development of the economy and society,the land for construction is increasingly scarce.In the background of adhering to 1.8 billion Mu of cultivated land red line,he reclamation and utilization of abandoned land in industrial and mining areas is one of the important ways.After repeated investigation and demonstration in 2012,the Ministry of Land Resources decided to try first in parts of the country.Over the past five years,many problems and difficulties have been encountered in the course of implementation,and many lessons have been learned.Since the party's 18 th Congress,green development has become a theme of the times.This paper focuses on the pilot of reclamation of abandoned land in Xuyi District,Huai'an City,Jiangsu Province,Summarizing the advanced experience and practices,And systematically combing related policies and practices,It is found that the problems existing in the mechanism of land reclamation in the abandoned land of industry and mines in China will lead to the single form of reclamation and utilization,the lack of reclamation and utilization of the land that should have been reclaimed and used,the difficulty of ensuring the quality of cultivated land after reclamation,the risk of transferring funds,and the restriction of economic benefits by the index circulation policy;In the implementation,there are some problems such as inadequate management system,lack of scientific basis,lack of effective linkage mechanism,insufficient attention to ecological environment and low social participation.In the aspect of capital,there are problems such as the difficulty of recovering abandoned land,the high cost,the single burden of the source of funds and the high risk of lack of supervision.Therefore,it is proposed that the principles of planning and demarcation of reclamation areas should be clearly defined,and a mechanism should be set up to provide incentives for linkage indicators,strictly prevent and control the scale of reclamation,explore the operation of the market,and promote the use of linkage indicators in off-site transactions.We will solve capital problems by broadening the sources of funding for government investment,introducing social funds to participate in reclamation and financial borrowing and lending,and ensure the smooth implementation of the project by increasing publicity,setting up departmental coordination mechanisms,standardizing the use of approved funding standards,standardizing the use of funds,improving the quality of reclaimed cultivated land,and establishing a mechanism for supervision and evaluation.
