The Research Of The Model And Mechanism Innovation About The Integration Of Urban And Rural In Nanxun District

’Balancing urban and rural development model’is the key to solve the ’Three dimensional rural issues’, to promote the integration of urban and rural. The testing of rural reform will be carried out actively to advance urban and rural overall comprehensive development reform in the files of National ministries and Zhejiang province.Through investigating ten administrative villages in the southern of Nanxun urban and rural integration development experimental area, we introduce the background, advantage and significance of establishing rural reform experimental area in Nanxun, determine the guidelines, framework, main content, measures of work, the carrier and the steps of implementation of the project, analyze the effects and control factors, and put forward the development direction. The southern of Nanxun is the urban and rural development experimental zone. It is the pioneer to explore integration of urban and rural areas in China, and also is the important practice to establish mechanism and system of urban and rural integration in the eastern region.Through the reforming of agriculture management mechanism, rural collective property rights system, rural social management system, rural collective construction land management system, social security system to promote the integration of urban and rural.
