On The Deliberative Discussion On Budgeting In Wen Ling And The Basic People’s Congress Reform

People’s congress plays an important role as the representative organization in the practice of political democracy in our country, and the villages and towns are the most basic organization of the NPC, its operation effect directly reflects the development of China’s political democracy, but with the development of the society, the basic people’s congress is facing some problems and difficulties. Innovation practice of Wen Ling, which is a small city located in Zhejiang brought new energy to the basic people’s congress. Deliberative Discussion on Budgeting is joint Deliberative Discussion with the integration of the system, introducing Deliberative Discussion into the supervision system of the examination of the budget in NPC. Not only strengthen the institutionalization of the democratic communion, but also "activate" the basic people’s congress, makes people’s congress at the basic level to better perform their power, and promote the Deliberative Discussion on Budgeting. First, this article introduces the Deliberative Discussion on Budgeting in Wen Ling, than to the basic people’s congress system as the breakthrough points, analyzes the system regulations and the concrete practice of the Deliberative Discussion on Budgeting, in the framework of existing legal, and on this basis, draws some enlightenment to the basic people’s congress reform.
