Consideration On Strengthening The Supervision Of Government Investment Projects Of Wuhan City People’s Congress

Government investment is increasingly becoming an important engine to promote local economic growth. Especially in the current economic growth pressure, government investment has become the local government to expand domestic demand, steady growth, improve the livelihood of the common measures of the situation, the government of many cities in China’s investment in major projects showed a rapid growth trend. In this context, the government’s major project investment decision-making scientific, standardized, and the use of funds and other aspects of the situation more and more by the people and the community’s attention. Local people’s Congress as the local authority, on behalf of the people of major investment projects in the government supervision, is an important duty of law, is different from the government’s internal supervision of the highest levels of supervision. How to strengthen the supervision of the local people’s Congress on major investment projects is an urgent need to study the issue.This paper is based on the theory of public governance and public finance theory, and the research on how to improve the supervision of the major investment projects in Wuhan Municipal People’s Congress. Wuhan in recent years to catch up with the coastal developed cities, the construction of major investment projects in urban construction, transportation and other fields has been at a high growth, and to boost economic development and improve the level of urban development. China has a lot of similar to the Wuhan in the development level of the city, is through the continuous implementation of a huge number of major government investment projects to promote the development of the city, to narrow the gap with the advanced city. Wuhan City People’s Congress according to the law to strengthen financial supervision, around the major government investment projects supervision to carry out the work, explores some measures, and achieved certain results, but government oversight of major investment projects in the ability to perform their duties and level, have not yet reached the development situation to laws and regulations and requirements, there are specific laws and regulations, support is not enough, the procedure for supervision and the scope is not clear enough, supervision in the form is not rich enough, the effectiveness of supervision needs to be strengthened deficiencies and problems.In this paper, the Wuhan Municipal People’s Congress on the government’s major investment projects supervision, and pointed out the problems of the current supervision, analysis of the causes of the problem. At the same time, through the practice of domestic other city people’s Congress supervision of government investment project analysis, extracted from several representative supervision mode, summed up the valuable experience, combined with the reality of Wuhan City, formation and improvement ideas and suggestions to improve the Wuhan City People’s Congress Supervision:learning but not completely copy copy of the Shenzhen Municipal People’s Congress supervision mode, a positive reference to the practices and experiences of the other cities, combined with the Wuhan economic development level and the government’s investment in the status quo, formed in line with the Wuhan actual supervision of the National People’s Congress system. This paper pays great attention to the theory and practice, to highlight the feasibility and operability of the proposed countermeasures, in order to further strengthen and improve the Wuhan Municipal People’s Congress and improve the supervision of major investment projects in practice.
