The Budgetary Democracy:Between Representative Democracy And Deliberative Democracy

The budgetary democracy appeal to people and their representative institutions supervise the revenue and expenditure of the governments, and stress external political control on governmental budget. Building on the theory of representative democracy and deliberative democracy, the author consider budgetary democracy should be embodied by supervision of legislature and political participation of deliberative democracy. Since the reformation of 1978, the People'Congress has been strengthening function of supervision, but owing to lack of impetus there is still many problems. It is far from enough to reach to really budgetary democracy only resort to the supervision of the People'Congress. The grassroots government in Wenling city, in Zhejiang province makes adventurous reformation in budgetary area. In Xinhe town, the democracy communion conferences with bright color of deliberative democracy are introduced into the budgeting and combined with process of the People'Congress. The democracy communion conferences not only activate the function of the People'Congress but bring the people'political participation into governmental budgeting. Thus combined the representative democracy with deliberative democracy in the budgeting, it is very helpful for perfecting the budgetary democracy further in China.
